Dr. Pantaleo Gemma graduated in Veterinary Medicine from the Alma Mater Studiorum - University of Bologna in 2007. After working in Italy in several private practices and local state veterinary services, between 2009 and 2012, he worked in the United Kingdom in the field of Public Veterinary Health.
Since 2012, he has held various positions within the Directorate of Veterinary Regulation at the Ministry for Agriculture, Fisheries and Animal Rights in Malta. At the same time, from 2017 to 2023, he worked as a Part-Time Lecturer in Veterinary Nursing, Livestock Management, Parasitology, Microbiology, and Pathology within the degree program in Animal Management and Veterinary Nursing.
He has obtained several postgraduate qualifications, including a Postgraduate Specialization in Technology and Pathology of Poultry, Rabbits, and Game (University of Bari), a Master in International Veterinary Cooperation (University of Padua), a Master in Animal Legislation and Society (Autonomous University of Barcelona), a Postgraduate Certificate in Dairy Cattle Health (University College Dublin), a Master in Veterinary Public Health and Food Hygiene (University of Perugia), and a Postgraduate Diploma in International Animal Welfare, Ethics, and Law (University of Edinburgh).
Currently, he is the Head of the Animal Welfare Unit (Principal Veterinary Officer) at the Government of Malta and is responsible for various areas of responsibility at national, European Union, and international levels. He is a PhD candidate at the University of Bologna and is completing a residency at the European College of Animal Welfare and Behavioral Medicine.
