Besjon is an accomplished fiscal risk analyst with extensive academic and professional expertise. He holds a Master of Public Administration in Economic and Financial Policy from Cornell University, where he was an Infrastructure Policy Management and Finance Program Fellow (IPMF) and a BA and MSc in Business Administration from the University of Tirana. Since 2021, he has been a member of Pi Alpha Alpha, the Global Honor Society for Public Administration. At Cornell, he also served as a Graduate Teaching Assistant for courses in infrastructure financing PADM5755 and macroeconomic theory MGMT 5240.
Professionally, Besjon worked as a fiscal risk expert at Albania's Ministry of Finance and Economy, collaborating with the IMF and World Bank to enhance risk assessment frameworks. He monitored fiscal risks related to macroeconomic forecasts, public debt, Public-Private Partnerships, and energy sector State-Owned Enterprises. His role also involved policy design and analysis to improve public financial management and mitigate fiscal risks.
