Learning outcomes

At the end of the Urban Planning course, the student knows the rules on town planning for land management, including the faculty of building, the layout and building increase of built-up areas and the rational use of the territory. He also knows the discipline of territorial planning (of the municipality, of the province or of the region) with urban plans (territorial coordination plans, regional plans, regulatory plans), as well as building permits, characteristics of buildings, hygienic, aesthetic and sanitary conditions of buildings. Finally, he knows the implementation planning tools such as detailed plans, subdivision plans.

Course contents

- Introduction to the course; the beginnings of modern town planning legislation; from town planning to land-use government; contemporary themes and issues.

- Planning and types of plans at municipal and regional levels; comprehensive area plans, general plans, urban plans and sectoral plans (focus on territorial coordination plans, regional plans and municipal plans).

- Measures to safeguard the adopted plan; the discretion of the planning power.

- The tools of urban planning and design: sizing, ratios, standards, zoning, expropriation and compensation.

- Urban standards and special urban standards; implementation plans and implementation by agreement.

- Expropriation; emergency occupation; property rights according to the Italian Constitution; so-called compensation; public contracting.

- Building activities, classification of interventions, permits.- Urbanization works and inclusion in the implementation program; detailed plans, subdivision plans, illegal subdivision.

- Hypotheses of remission; major transformations; the problem of change of use; building permits, construction fees, temporal effectiveness.

- Control of construction activity; control of the third party; certificate of fitness and hygienic, aesthetic and sanitary conditions of buildings.

- During the course there will be an examination of plans and case studies of implementations.

Teaching methods

The course consists of lectures with exercises and individual and/or group educational activities (flipped lectures with home readings and classroom discussion). Practical application will be required with analysis of a spatial context (to be mutually agreed upon) and related implemented urban plans. Course attendance is strongly recommended.

Assessment methods

Attending students will be evaluated on the basis of:

- to intermediate reviews and reports and interactions during the discussions during the course (40%)

- to a final interview in which knowledge acquired through lectures, reading of texts and analysis conducted in the spatial context exercise at choice will be evaluated (60%)

Non-attending students are requested to contact the instructor to arrange study materials and contexts of analysis for the practical exercise.

Teaching tools

Lectures are supported by presentations and slides. In addition to text and images, these contain multimedia content with links to websites, online documentation and audiovisual resources.

In a further way, lectures are supported by the sharing of additional teaching materials by the lecturer and contributions made by students in seminars.
