Learning outcomes
The course aims to provide students with the tools necessary to achieve a comprehensive level of preparation on the most important principles and institutions of administrative law, which also allows them to understand the many practical aspects of application.
Given the matter complexity, the teaching activities will be structured so as to present in a first stage of the course how public administrations operate, through the analysis of the major organizational forms that are used and activities which are called to play. In a second stage the issues related to the procedures for the exercise of administrative activities and general profiles of administrative justice will be developed.
In this sense, therefore, the institutional concepts of administrative law will be deepened, such as: the reasons for the existence of a public authority and its submission to legal rules, the administrative organization of central and local governments, the administrative action and the system of protection for those who are subjected to it; the institutions of administrative justice.
To complete this basic training, the course also aims to achieve a significant involvement of students, through lectures and discussions on the most innovative and controversial topics of the matter, through which it is possible to rebuild, according to the topic, the different doctrinal orientations, the development in case law and the actual dynamics, through the use of interactive teaching methods such as learning on demand, or the participation of students in meetings with qualified representatives of civil society.
The teaching of Administrative Law deals with topics related to the objectives set by UNESCO in the doc. "Education to the Objectives for Sustainable Development".

Teaching methods
Teaching will take place through lectures, but with special attention to the comparison and direct dialogue with the students, who will be able, during the lessons, to make proposals for deepening the debate. It is also possible for students to ask for additional questions or issues outside the hours of lectures, during the weekly office hours indicated at the bottom of the page.
In order to make the teaching activity more inclusive, during the course, meetings will be organized with qualified civil society actors aimed at deepening methodologies and applications of the administrative law.
Within the course there is a specific module held by Prof. Massimo Calcagnile.
To provide maximum information and coordination during the lessons, students are encouraged to always check the teacher’s website for any information as well as news concerning the course.
Teaching integrative
For attending students seminars with practical exercises, involving the analysis of measures and cases of species be organized, including through the use of modern technologies.
In order to better organize such seminars, the teacher will identify the subjects in relation to the most interesting issues presented during the lessons with the involvement of students through learning on demand comparison model.
Visits for the students will be organised at TAR and Corte dei conti in order to attend the Court hearings.
Assessment methods
Final exam is oral. The interview will focus on the topics in the section "Course contents". Namely, questions will relate to the featured texts listed under parr. 1 and 2. Furthermore, students will be asked to discuss a subject related to the texts listed under par. 3 to achieve best grades.
The evaluation will take into consideration:
• knowledge of institutional profiles;
• knowledge of case law and legal doctrine;
• connections between different parts of the program;
• debate skill;
• speaking ability;
• speaking accuracy.
The final exam registration can only be made on-line on the University of Bologna web application.
Mid-term exam
Students attending classes will be able to take the mid-term exam.
Any further information regarding mid-term will only be provided in class.
