Learning outcomes

The course aims to provide students with the knowledge of Community policies and the method of Law & Economics. At the end of the course is expected that the student is able to identify the characteristics and methods that the EU takes in market regulation is under the "regulatory perspective" is under the "Profile of funding" and "judicial". It also intends to use the method of Law & Economics for the study of interventions, thus proceeding to a common critical exercise based on the examination of legal texts and case law and national and community.

Course contents

  1. History of the development of the European Union (EU) and EU general principles: i.e. democratic principle, The principle of subsidiarity, the principle of proportionality.

From EEC to EU: institutional balance.

 

  1. EU law:

a. Decision-making: Regulations, Directives and other acts

b. European Courts of Justice. Case – law: Schneider.

 

  1. Introduction to competition policy: market competition in EU (general principle), prohibition of State aid.

 

  1. F reedom of establishment for service: free movement of payments and capital, free movement of goods, free movement of persons.

 

  1. Enterprise policy: freedom of establishment. Focus on SME policy.

 

  1. Financial Policy: the balanced budget rule, EUROPLUS and Fiscal Compact.

 

  1. Monetary policy for the euro area: European central bank (ECB) and European System of Central Banks (ESCB); banking supervision.

 

  1. Agricultural policy: Common AgriculturalPolicy (CAP), The European Agricultural Guidance and Guarantee Fund (EAGGF).

 

  1. Foreign and Security Policy: Common Foreign and Security Policy (CFSP). The reforms introduced by the Treaty aim to make the CFSP of the EU more coherent and to increase its visibility.

 

  1. Environment policy: environment policy helps protect Europe's natural capital, encourages business to green the EU economy, and safeguards the health and wellbeing of people living in the EU.

 

 

Each student will choose, in accordance with the teacher, a topic. P the student prepare a written paper and slides to be presented in the classroom.

Assessment methods

The examination will focus on the entire program and you will be oral. Students attending can submit in accordance with the teacher, a term paper on a topic chosen from those to which the lessons.
