Conoscenze e abilità da conseguire
At the end of the course unit, students can identify challenges and problems affecting the health by helping decision makers at the domestic and EU level in the public and private sectors. Students can develop an understanding of ethical and legal issues in a range of real-world scenarios, and a diverse range of contexts. In particular the course aims to: • provide students with a systematic understanding of the range of issues in public health, law and ethics that are currently the subject of debate. • ensure students master the sources of law and governance in public health, law and ethics and have critical awareness of the social and political context within which they have developed. • possess advanced skills in identifying legal and ethical issues in the workplace environment and the skills to respond appropriately. • develop advanced interdisciplinary skills that combine law and ethics in analyzing how to address public health challenges.
Contenuti
· Ethical models and ethical thinking in public health
· The justification of the use mid-level ethical principles to cases (non-maleficence, beneficence, health maximisation, efficiency, respect for autonomy, justice, proportionality)
· The role of ethics in the EU legal order
· The regulatory and ethical challenges in EU health governance
· Case studies: research, innovation, A.I., personalized medicine

The analysis of the theoretical issues addressed in the seminar will be accompanied by case studies prepared by the students (individually or in group) and presented and discussed in class. This is intended to enable students to understand how the relevant EU acts are developed and implemented, and how they impact on public health at national level.
The seminar will host national and foreign professors and experts (in presence or online).
Modalità di verifica e valutazione dell'apprendimento
The final examination will consist of an oral question on the topics related to those mentioned in the ‘Contents’ section. Therefore, attending and non-attending students can refer to the textbooks and the teaching materials uploaded on the Virtuale platform (e.g., judgments, documents, legal acts and academic articles).
The assessment criteria to assign the final mark (expressed in thirtieths) are:
knowledge and understanding of the notions and principles of the topics and of the legal concepts on which the questions focus, and ability to apply them to concrete cases (70%);
appropriate use of technical and legal vocabulary, ability to analyse and evaluate relevant sources and acquisition of the study and research method (30%).
Merely by way of illustration, the award of the final mark will be based on the following criteria:
· poor or barely sufficient preparation on the topics addressed, low critical capacity, difficulty in using technical-legal language → 18-21;
· modest or rather adequate preparation on the topics addressed, fair critical ability, decent use of technical-legal language → 22-25;
· good or more than adequate preparation on the topics addressed, strong critical capacity, command of technical-legal language → 26-29;
· in-depth and comprehensive preparation on the topics covered, strong critical capacity, sound command of the technical-legal language → 30-30 cum laude.
