Learning outcomes
The course deepens the legal framework f the local administrative system, with specific reference to local autonomy, local organization and the local administrative system of intervention and regulation in the field of economic and social activities.
Course contents
The evolution of local governments system from the Costitution od 1948 until nowadays
The subjects of local government: municipalities, intermunicipal associations, provinces and metropolitan cities.
The organs of local government and the local administration.
Local administrative functions and public local services.
Relationship between local authorities and citizens, the forms of participation, administrative simplification and transparency, new methods of co-administration
Local authorities between State and Regions: tools and methods of coordination.
Local government in a comparative perspective
The local system reforms, with particular reference to the revision of the Consolidated Law on Local Authorities (legislative decree n. 267/2000) and Law 56/2014.

Other textbooks on local government law must be used, as long as they are updated to law no. 56/2014.
Other readings and materials (presentations, statutes, judgements decisions) will be provided during the course on the virtual platform.
Erasmus students are suggested to contact the teacher in order to arrange adaptations to the readings requested.
Teaching methods
The course is organized with lectures; during the lessons, the debate will be stimulated with the teacher and among the students, even with the participation of qualified experts.
Integrative lessons
Check periodically the teacher website or the SPISA ( Scuola di Specializzazione in Studi sull'Amministrazione Pubblica ) website (www.spisa.unibo.it) for suggestions about relevant seminars, conferences and other useful materials.
Final dissertation
Students interested in undertaking their final dissertation in local government law shall firstly contact the professor in the indicated consulting hours. That will be the occasion to discuss with the professor about the research projects they have a personal interest into.
Assessment methods
The students’ knowledge is assessed through a discussion, to evaluate the actual achievement of the learning outcomes.The exam consists in an interview with the appointed commission on the topics included in the programme.
For the students who have regularly attended the lessons, the examination will concern particularly the matters faced during the lessons. In case of request, a anticipated date of exam will be developed for these students.
For Erasmus students, the exam can alternatively consist in presenting and discussing a paper about a topic proposed and agreed with the teacher.
The assessment will take into account the knowledge of the contents of the assignment, the ability in critical reasoning, as well as the clarity of presentation and critical thinking.
The assignment of the final grade will be inspired by the following criteria:
Preparation on a very limited number of topics addressed in the course that emerge only with the help of the teacher → 18-19;
Preparation on a limited number of topics addressed in the course, appropriate juridical language → 20-24;
Preparation on a large number of topics addressed in the course, large ability in critical analysis, use of specific terminology → 25-29;
Complete preparation on the topics covered in the course, full ability in critical analysis and connections, use of specific terminology→ 30-30L.

Didactive materials (presentations and integrative references and reading) will be available on the dedicated website.
It is recommended to use the materials provided by Pandoracampus website (www.pandoracampus.it), in connection with the textbook.
