Learning outcomes
The course aims to deepen the knowledge of a
key sector of public administration - the local government
- in the context of the notions of administrative law but
also emphasizing
its peculiarities and
future lines of
development.
After completing the course,
the student will
know the stages that have marked the evolution of local
legislation and the territorial bodies (municipalities, provinces, metropolitan cities, municipal associations), the structure of local
competencies, the form of
government, the relationship
between local governments and citizens.
It is strongly recommended to the students to prepare local government law after administrative law, or at least after having studied the first part of administrative law (sources of law, organization, public services).

The
subjects of local
government: municipalities, intermunicipal associations, provinces and metropolitan cities.
The organs of
local government and the
local administration.
Local administrative
functions and public local services.
Relationship between local authorities and
citizens, the forms of participation, administrative simplification and transparency.
Local authorities between State and Regions
The local system
reforms.
Local government and political
system.

Teaching methods
During the frontal lessons the debate will be stimulated with the teacher and among the students.
Integrative lessons
Check periodically the teacher website or the SPISA ( Scuola di Specializzazione in Studi sull'Amministrazione Pubblica ) website (www.spisa.unibo.it) for suggestions about relevant seminars, conferences and other useful materials.
Final dissertation
Students interested in undertaking their final dissertation in local government law shall firstly contact the professor in the indicated consulting hours. That will be the occasion to discuss with the professr about the research projects they have a personal interest into. Once the professor has finally approved or proposed a topic, students are registered in a list held by her assistants, who can be contacted in their respective consulting hours. Usually each student is assigned to a supervisor. When ready, the final paper shall be approved by the professor.
Assessment methods
The examination will be carried out in oral form.
For students who have regularly attended the lessons, the examination will concern particularly the matters faced during the lessons. In case of request, a anticipated date of exam will be developed for these students.
It si recommended to Erasmus students to contact the teacher to arrange possible adaptations to the program of examination.
